Road 1 — Fix and reapply. Here is the rule that separates successful reapplications from serial refusals: reapplying works only when the ground for refusal has actually changed. Did the refusal come from unmet conditions — thin funds, a struggling sponsor, missing insurance, an undocumented purpose? Then meet those conditions first. And document the change. If it came from a barrier, the barrier itself must be resolved: a ban lifted or expired, a health ground cured and evidenced. Time alone fixes nothing; a changed file does.
